What version of SM and MM are you running?

i have sourcemod 1.6.3 and metamod 1.19

Ah - those errors appear related to the weapon_restrict plugin. My plugin only uses the natives/api of weapon_restrict. My plugin doesn't do the actual restricting or refunding of any money.

I call the Restrict_SetRestriction

This plugin (awp_win_limit.smx) is not the same as the one in your error logs.

weapon_restrict is the plugin you need to check to ensure what version you're running. The URL for weapon_restrict is: https://forums.alliedmods.net/showthread.php?t=105219

Unless I'm missing something.
