can i run a 16 slot public server?

Hey! I have a 440kbps upload speed. And a amd phenom x4 1.8ghz, 4 gbs ram.
I know that the computer will not be an issue here. But what can i run with that speed? can i run a 16 slot server?
just want to mention that it is running dust2 24/7 . so i dont have any high traffic plugins. And if i can, what settings should i have?

what upload speed do you have on utorrent? speedtest.net sucks. it says that i have 26mb/s download =))
