Make plugin to prohibition a commands

Please make one plugin for prohibition a commands Example:
The server request: cl_sidespeed 400 the
commands that want to stop i write in ini file Example:
cl_sidespeed 400..

cl_ commands are generally clientside which cannot be blocked from the server.

What game is this for, because I just checked and on TF2 its a clientside cheat. Also, goldsource games are a lot different.

cl_sidespeed and such should be constrained by the sv_maxspeed cvar.
