Reserved slots with no wasted slots TF2

I am looking for a reserved slot system so i can add steam id's and when the server is full 16/16 someoene get kicked frome the server
( if a reserved slot member joins )

where do u set up the steam id's for people with a reserved slot?

Just setup admins with the reservation flag (a).
