Allows admin to enable and disable alltalk. Players can also say /alltalk to
see status.

Usage: amx_alltalk <0|1>, /votealltalk

Enabling alltalk will play a sound file and disabling alltalk will also play a sound file.

not to discourage any non-cs servers from using this plugin .... I thought I'd dig it up to let you know that it works for DoD as well.
