GameInfo.txt will not stay "read-only!"

I configured my GameInfo.txt and set it as read-only, but every time I exit CS:S the GameInfo.txt is not read-only anymore and my changes are gone. What is going on? How is Steam able to remove file attributes?

Because of this CSS:DM and Metamod don't work.
