Server Problems

Ok well run a few boxes our match server has been up for months and months then yesturday it all went pete tong so i deleted the folder re downloaded CSS get the server up etc but when we joined today the movement speeds the server.cfg is exactly the same as it has allways been..

Has this happened to anyone before? any tips?
