Valve updates question

Just a quick question.

Does Valve post/warn when changes are being made to the source engine (and/or it's API)? Does Valve document the changes? Before the release or after? Or not at all?

Basically, the question is, does Valve properly document and announce to the Mod Community?

It's the change announcements done when they publish the new version... very brief...

Does Valve document the changes? Before the release or after? Or not at all?
Document??? Do they document it at all?? Source code is your only friend... (Well they did the initial overview documents but I don't think they update them)
"diff" is you friend, but you have to save old unchanged versions...
