I would like to suggest a plugin with the same abilities or very close to that of the AMXMODX plugin "Admin Gag".
This should let admins mute/gag players which would prevent them from using say (messagemode), say_team (messagemode2), and voice comm (+voicerecord).
It would also be nice if it could prevent the player from changing their name while gagged/muted.
