Learn C++, buy/download a C++ compiler, most use MS Visual Studio 6 for windows, and gcc for linux

But since you dont know how to make a plugin then I suggest you forget it. You dont even know what a module does.

nightscream, if you plan on making a module that will be hooking into the game engine, and changing stuff in the game engine (and not doing stuff like MySQL, or GeoIP), then you should have a fairly solid understanding of the HLSDK.
