Bugs with Sm_hosties

Hi, im having some trouble with my Jail server. Im running sm_hosties, and i have some bugs.
My shot4shot doesn't work. Whoever shoots first dies instantly, and if you choose noscope you dont get a weapon. Also alltalk doesnt work even though i have sv_alltalk 1, and the weapons are under the player.

I hope someone can help me fix this! :D
