[CS:GO] Call Admin on forum help need

Hi there,
I wanted to use the plugin to show the reports on forum's ShoutBox (ChatBox). Plugin which I'm using is Report to Forums: https://forums.alliedmods.net/showthread.php?t=211126

Unfortunately from what I see it only has an option to create a new topic/post instead of send the reports and show them on ShoutBox.

What I'm asking for?
Can someone please make this plugin to show the reports in ShoutBox?
Also I wanted it to be shown by the forum member (bot) which is prepared especially for this

I'm using vBulletin.

I've got the plugin that does exactly what I want but unfortunately it is for CS 1.6. Maybe it will be easier to translate it into SM. I'm uploading it as attachment because while trying to post the code in something is blocking me and I can't submit reply.
