How do I make my SK server 100 tick?

Back on topic: i dont have a clue about this. But you have provided enough info now.

Maybe OS and your tickrate enabling method might help.

there isn't a real official fix for tickrate enabler so this one may work for you: http://www.mediafire.com/download/h8jd8xzow4sofdp/Tickrate_Enabler_fix.zip
(not a sourcemod/metamod plugin so i don't think that it being open source is required)

if you don't trust it, you can just do this to the older version of tickrate enabler: https://forums.alliedmods.net/showpost.php?p=2343907&postcount=13

or recompile it with update instances, you can grab the newest interface values by attaching ollydbg to hl2.exe and looking at server.dll or whatever .dll file that there is in it. i can't really do it for you because the source code is 404d
