Can't compile the source code of Amxx?

VS 2003
hlsdk v2.3
metamod src 1.19
all include dirs were added
but compile failed:
"......\hl-sdk\metamod-1.19\metamod\engine_api.h(40): fatal error C1083: Cannot open include file: 'archtypes.h': No such file or directory
"

what's the problem?
