Killstreak weapons

Short question, how do I use them?
I can't find the attribute, or to even use them, what is the attribute for killstreak, and what are its values, please?

Alright, well I made a killstreak weapon but erm, no effects are showing, can someone tell me the values?

Im using the 4 and 5 value in all the attributes from above and they shine. It is happening once in about 5 seconds. No big woof but still fun to play with.

Is it possible to add effect on eyes?

From what i know killstreak eye glows appear when player gets 5 killstreaks and eye glow gets bigger after 10

I have tried to like replicate the eye effect even before the killstreak weapons were introduced.
Does anyone know how to do this? I am asking here because a) it came up and b) it is kind of related to the attribute to some extend.
