Cyrillic symbols in players' names and ban reasons

Hi everyone! I've got a problem: when someone with cyryllic name getting banned or i using a cyryllic ban reason it shows me like a "Некорректный ник" I'm using next encodings:
sourcebans.cfg - UTF-8 without BOM;
MySQL - utf8_general_ci.

Help me please :)

Tried also UTF-8 with BOM, no effect.

Forget to say: when i reload plugin (sm plugins reload sourcebans) it works right. But after mapchange it's not wotk anymore :(
