I'm not sure the dog tag color coding being different to different teams is doable in Source, although I could be wrong (after all, TF2 has "no" symbols that only appear to one team).

However, in all the games you mentioned, teams are colored coded. You could just make the dog tags team colored (assuming you have two models).

Team 2 is red colored (Terrorist, Axis, and Reliable Excavation Demolition). Team 3 is blue colored (Counter-Terrorist, Allies, and Builders League United).

Using set transmit could work for this if you create two props with a dog tag model that has 2 different skins. Then just parent one of the props to the other and selectively transmit the correctly skinned model to each player.
