1. I planing to create server without any custom weapons and hats like it was before Mannconomy :bacon:
Is that possible to do?

2. Is that possible to turn off abillity to trade on server? :grrr:

3. Is there some plugin that block acces to server for F2P players or that players, who don't have much enough hours in game? :3

1. Possible, yes. Plugins have popped up to do this, not sure about the state of any.

2. The server has nothing to do with trading so there's nothing you can do, short of kicking people that cause an item_found event to be triggered, after they finish a trade.

2. That event tells you how the item was delivered, e.g. random drop, trade, gift, craft, etc, so it's possible to distinguish. It's a poor way of blocking trades but here (http://forums.alliedmods.net/showthread.php?t=142983) is the plugin that was in my mind.
