check if hud message is called

is it possible to check if a hud message is called (by other plugins or commands) and the time the hud message will be on screen?

I think if you would want to send a hudmsg to people thatd work..coz u could make the other plugin catch the hudmsg

i want a plugin B which:
when plugin X sends a hudmsg to client plugin B shall notice it

u can make a command thats sent out maybe named hudtext and with the argument being the text
