CSS Auto Admin Script

I've seen some websites have some script that allows steamid detection and auto admin adding through sourcebans.
If anyone can create these scripts into 1 script, that would help the whole community.

I'm trying to set up an automatic admin system for my website.
If you join a server once, it saves the data (IP, STEAM ID, and Name) and if you go on to the website and hit get admin it'll have your STEAM ID and Name there. Once they hit continue, sourcebans will use the saved data and create themselves an admin account.
