Player Slot Changing

I created a 20 man public server to run CSDM, however, once I installed CSDM it changed to 18 players, any idea on how to put it back to 20? Does AMXMod require 2 slots to run?

It's not once I installed CSDM it changed to 18 players but once I installed AMXX it changed to 18 players. :D
AMXX has 2 reserved slots by default - I don't know why. :D To have 20 public slots, just edit the line saying amx_reservation 2 to amx_reservation 0 in your hlds/cstrike/addons/amxx/configs/amxx.cfg and then restart the server (maybe changing the map or telling amxx to reload will work, too :D). :)

just change the cvar amx_reservation to 0 it takes affect immediately.
