doesnt work in amxx.cfg , why??

Use amx_super.cfg. It's most likely read after amxx.cfg is read so it uses those values.

another issue, didn't wanted to open another thread, I have this in amx_super.cfg:

allow_public_spec 0

After server reboot, I can use the /spec command, why doesn't it block ?!

On line 912, change || to &&

Tried it out and seems to work as it should.
