where to change the charset

I was wondering where can i change the "charset" so that cs would accept other language ?

amx_langmenu. This affects only the client that uses it (or the server). In order for this to work, your plugins must be multilingual-compliant and must contain translations for your language.

I need to display french accent( é è ï ê ô ...) in my plugin but i don't find how to do that. Do you know a solution ?
