I meant that you can type the text without the %N if its buggy for you.

Hello

I downloaded the file. smx I put in the plugins folder, I start the server to generate the configuration file.
I stop the server, I activate the plugin now, I start the server and then I connect to the server and I still get the same bug

Just an little help for you, since it looks like you couldn't fix your plugin yet.
Add an "special" like {name} or {PLAYER_NAME}, then strreplace that with the playername if it exist.

Admins need the generic flag [b], and you have o, I recommend if you are the owner to set to z.
