i know its alittle late but i think it would be cool with a trail behind him because hes so fast that you can see his shadow then a black trail would be cool if anyone could make it...

The speed probably wont work -_- besides it looks like total rip (even though i said that rip is complete copy) But i mean c'mon. It would be more original if you would take out armor hp. The powers should be something like this.
When reaching some determined speed he turns invisible.

Max running speed for players in CS 1.6 is 2000.

It doesnt pass 500 to me and i havent change anything that would be responsible for speed. What do i have to do then to change this matter?

The server's max speed CVAR must be set to 2000, your cl_speeds must be set to 2000, and a plugin must set your speed to 2000. I can't remember the server's CVAR, but the cl_speed ones are "cl_forwardspeed", "cl_backspeed", and "cl_sidespeed" (I think).

EDIT: According to vittu, the server CVAR is "sv_maxspeed".

Ok i have no problem with server cvar. In fact i had it like that but i dont know anything about cl_speeds. What are they and where are they?
Also the plugin speeds shouldnt be a problem

cl speeds are client cvars (meaning they are on your config not the servers)... They are defaulted to 400, so no matter what if you don't change those yourself you can not run faster than 400. See here for more information: http://forums.alliedmods.net/showthread.php?t=43737
