Try to set it to 0 and if it works i will see how to review the code.
Make sure mp_autoteambalance is set to 1.

EDIT :
I have reviewed the code a bit, but not considering your issue yet.
So you should let mp_limitteams 2 if you want, but make sure mp_autoteambalance is 1, and set atb_admins_immunity 0 for testing purpose.

cs_set_user_team doesn't send emessages (only those can be catched by any metamod bots - so bots aren't confused nor lied who is in which team). Could You please, consider that fact in any plugin You are writing for transfering players, so those plugin may have the chance to be metamod bots compatible?

I don't respawn those players, so team change are procceded before players spawn, then a TeamInfo message is sent by the game.
I could even only set the pdata, and could even be better. (default plugin version)

If soccerjam is csdm like with no round end and auto respawn, then use csdm_ version.

I thought of a better method to balance teams, when balance should occur, wait for some deaths and change players team before they spawn.
Then, TeamInfo message could be sent by the game and PodBot will be glad of it.
