Game Coordinator/matchmaker stops sending players after map change.
So yea, quite self-explanatory really..

When launching an mvm server on tf_mm_servermode 2
  1. The Game Coordinator will collect players for a certain map.
  2. Will then change the level of your server to that map.
  3. Will try to keep your server filled by sending new players if a few of them drop out.

However, When that map is finished (all the waves are completed) and the server changes level..
The GC abandons you...

No new players are sent..
Unless all of the players drop out, the server goes back into hibernation, and the GC fills it up again..


So yea, Is this intended or is it a very annoying bug?


On a sidenote:

[TF2] MvM Servermode AutoToggler tries to fool/fix this system/bug by changing the tf_mm_servermode cvar to 1 if people join.

Judging by the comments (and assuming they actually know what they're saying), this once used to work..
However it does not work anymore :/

The reason it's doing this is that the game expects tf_mm_servermode 2 to be used with tf_mvm_disconnect_on_victory 1.

Why..?
Why would we wanna disconnect our players after every victory?
And why would you as player want to be disconnected? I wouldn't..

...because the Matchmaking Lobby expects them to be disconnected after each map.

Remember, in tf_mm_servermode 2, the lobby controls the map, not the server.

Yea but tf_mm_servermode 1 doesn't work for mvm :/

Also if the gc expects them to return to the lobby (for whatever terribly annoying reason) than why is the default for tf_mvm_disconnect_on_victory 0?

...because the default for servers is tf_mm_servermode 0, which for MvM is literally "appear in the server list."

tf_mm_servermode 1 was just the Lobby mode of standard QuickPlay (as opposed to MvM QuickPlay). Valve was Beta-testing it at one point, but must have decided they preferred normal QuickPlay as it quickly went away.
