Limits / Assigns players to a team based on a target ratio. Should be useful for custom gameplay types such as jailbreak, deathrun, hide'n'seek or any other game requiring different team sizes. There is also an optional basic balancer for adjusting the teams at round end.
If you have any ideas on how to improve the balancer, please post. I wasnt sure about switching only the dead or maybe giving admin immunity.
