Under Linux this will not be easy to get it worked. But this is possible.
As I mention in first post you should have installed libnss3 and libnspr4 packages. But this may be insufficient condition. I will try to figure out what will be sufficient and post.

By now you may try: install dev versions of libnss3 and libnspr4 (libnss3-dev and libnspr4-dev). Create symbolic links in server folder (near hlds_run):
ln -s /usr/lib/libnspr4.so .
ln -s /usr/lib/libnss3.so .
ln -s /usr/lib/libnssckbi.so .
ln -s /usr/lib/libplc4.so .
ln -s /usr/lib/libplds4.so .

dev packages on Debian include header files (not needed for icqbot) and symlinks from lib*.0d to lib*.so in /usr/lib doesn't know why they don't included them in non dev packages. But anyway dev packages are not needed. See later posts in this thread.

But you better look for compiled binares. I am not linuxoid, so there will be small help from me. I will make up list of needed files (under Debian), hope it will help you.

PS Searched internet: found phrase "New port: devel/libnspr" for FreeBSD. Look for it.

Just for fun tested with AIM screen name. Works like as with ICQ. You can send from AIM to ICQ, and may be vice versa.

Linux version installation. You have to create symbolic links to nss and nspr libs near hlsd_run. You can use those commands to do this (tested on debian, on it you should have libnspr4-0d and nss3-0d packages installed):
