I didn't say this is anti snapshot proof, I know there are cheats that: blocks the snapshot command, makes the snapshot black or disrupts it in other ways.
If you are trying to tell me there are cheats that automatically turn off when the client makes a snapshot there is no way to catch that by AMXX alone.
With snapshots you can't catch cheaters with aimbot, so if the snapshot is clean... he is probably clean.

The source of the plugin (like any other ban command) uses ADMIN_BAN.
For that you need "d" flag for admins to have acces to that command ;)

Check again those 2 lines of code, compile & change the map, then if problems persists check if the commands have the "c" flag in cmdaccess.ini
