I had the same problem with this plugin, then I tried this one:

It's a Metamod:Source plugin and it works really good!

i tried this but didnt give me any messages about country, was just "name" joined the game. (standard message)

Also no error log.
I have about 25 plugins running already , i tried sm plugin refresh , sm plugin load and stuff ... gets loaded in sm plugins list , no error, but also no show in game ....

weird.

BUG! Server Creator Cannot Join The Server.
Hello, Could you tell me, what would be wrong because.. When I join my own hosted server, I never get the Location of my country (Happens with each mod). This means, I never can't get to the server, due you can't put a location called " ", So could you please put there so that this checks the server creator and does NOT kick him out of the server? I would be glad if you would be possible to do this.
