You should register a client command rather than a console command since purpose is to open a motd window.
You can also remove 'level' and 'cid' if you don't use them, but would be better to add a check with cmd_access so you check if user passed an argument to command.

No change for a while.

Do also :

- Use standarts cmd_target defines such as CMDTARGET_OBEY_IMMUNITY
- Reduce name and auth size to 32
- Reduce link size (128 should be large enough)
- You could use charsmax
