TFC Tech or Tech TFC is a MetaMod plugin by billdoor, who created NeoTF, Sparky, X-Spectate, Roaster John. The official website and forum are gone since a long time. (The forum is still in the web archive, but I believe it has a weakness when it comes to session ids (in the browser URL), so you can only see the forum index.)
