Increase or decrease your maximum slots depending on how many clients are connected.

Cvars

When you have dynamicslots_threshold players, expand slots to dynamicslots_high. Dropping below will set to dynamicslots_low.

dynamicslots_threshold 24
dynamicslots_high 32
dynamicslots_low 24

I got this idea from looking at Lotus Clan servers. This supposedly helps keep servers populated 24/7.
