Adds special effects to the hegrenade explosion:

Supported Mods: CSS

1 - Freeze;

Auto generated config: cfg/sourcemod/plugin.nadeeffects.cfg

* V:0.1
* Initial Release

To DO:
Add explosions effects,
disable normal effect(demage, flashing....)
Add fire
add flip
add a disorientated effect
add "big boom"^^
add support for flashbang
add sounds like in cod4
add autodetect teams --> write them to a keyvalue = automatic support for all mods
add multiple effects for one explosion
