There are plugins out there that give you the ability to switch players to all 3 teams. Sorry.

There are all in ones with this command and as well the built in amx_teammenu that doesn't do spec but the other 2. This is one command and useless at that. I might allow a single command with all 3 to slide past.

amx_switchteam <nick> <1/T 2/CT 3/Spec>
