when im about to scrim and i type amx_off in console it says "unknown command" and i have no clue whats going on .. i have full admin.. and im using the 1.76 amx .. if anyone knows what to do please let me know.

If I'm not mistaken, you have to use RCON. It's a server command. Also, MetaMod is not permitted in matches.

ok if i log on rcon with rcon_password ~~~~~~ then.. what do i say? amx_off? or rcon amx_off?

I haven't used that command in a while. I just said that cause it doesn't seem to work for him.
