[HPB] High Ping Banner v1.1

People with pings over 200 and above will get checked 4 times.
Every 15 seconds 1 check.
People with pings over 200 after the check will be banned for 5 minutes.

I would prefer this plugin over urs or any HPK, coz it kicks the right player instead of just checking there ping and it also takes into consideration ; the packet data loss each player accounts for
