This (useless) plugin allows you to decide whether only admins can play or everyone can play

amx_onlyadmin_plays (1//Enable the plugin; 0//Disables the plugin) Default: 1
amx_onlyadmin_plays_restrictmode" "1" (Restriction Mode 1: Kill; 2: Spectator; 3: Unassigned; 4: Kick; Default= 1)

It's not even worth pointing out the dozens of errors you made.
You can already do this with amx_mode 2.
Yes, amx_mode 2 only kicks, but that's all that's necessary.

If you think your plugin could serve a purpose to a good amount of people, then ask how to fix it and I will point out (almost) everything wrong with it.

prethink is called hundred times per second...
Also, use amx_mode is enough.
