The sound attached is a 16-bit, 11KHz, PCM file with 176kbps bitrate. You can also use a mp3 file. Recommended format is 128kbps CBR, 44KHz (48KHz won't work).
Also remember about updating plugin's config file with a new path to your sound file. This path must be relative to the cstrike/sound directory.
If you are using sv_pure 1, include the path to the last man sound in pure_server_whitelist.txt . Example:
