Our server also uses a win difference limit (if one team get's ahead by 12 rounds change the map and hope for a better team mix) and awp win limit (if a team is ahead by 5 or more rounds they can't use the awp) to help the team balance as well. The combination of all 3 seems to work out pretty well.

Can ya point me to a place to get the win diff and AWP win limit plugins?
