Subplugin submission.

Name: FRC Can't Buy v1.0
Description: This plugin replaces the main plugin punishment. It makes the users unable to buy flash and removes the flashbangs from them when they switch weapons.
Notes: This must be compiled locally, and you must have at least FRC v11.0 installed! You must also download frc.inc file
