I personaly don't think the user should be banned as the user is only trying to connect to an available slot when the server is full and they are trying to be the first to connect before someone else takes the slot. Maybe put a cvar in to enable/disable bans?

A plugin to just ignore the chat spam would be good. ie, tidychat.smx

Edit, well i guess 5 min's isn't bad.
