I use
www.000webhost.com . It is absolutely free. All you do is register, you get 1.5gb of web space. you upload your files to /public_html/cstrike . (1500MB is enough, believe me).
Then go to your server.cfg . Put a new line called sv_downloadurl "http://yoursite.000webhost.com/cstrike" .
I have my fast dl on 000webhost. And i am so satisfied!
