any map blacklisted can't be voted for
if there are whitelisted maps, then they are the only ones ppl can vote for. By default everything is whitelisted
anything inbetween is in the gray zone, only admins can vote for gray zone maps (and after an admin voted for one, anyone can)

just go in powervotes.ini and add to them as you like
