Problem with Windows Server 2003 ???

Hello!
I'm using windows server 2003 SP2 to dedicated my cs 1.6 server.
But it have some problems with xredirect - i think so.
Because when I type /server it shows nothing.
I tried to download...

just an example.
When I change the language in my amx_langmenu in my STEAM version, it shows ML_NOTFOUND too.

And "amx_client_languages 0" has no effect :(

because if I use a steam version to connect to my server, the language will show correctly.
but if I use a non-steam version, it will show like: HLMP_CONFIG ML_NOTFOUND,...
sometimes it shows all...

can anybody help me to solve that problem?
i'm using amxx 1.8.1 and the orpheu (v2.3a) module is running, but i can't run this plugin. it's always bad load....
