I have a Windows server and after a recent update the server FPS is capped at 250 and often drops to 10-20 causing all players to stutter. I guess its because of that 'idle servers lower CPU usage'...

Very useful plugin, but can you make it such that admins can specify which site to disable in specific maps?

Like whenver CT is less than 5, we usually play:
