It occurs approximately every 15-20 minutes and lasts between 2 to 5 minutes, sometimes it can be very noticeable.

Ah, sorry, I don't understand much English and I get lost. Yes, I host the server myself on my personal computer, with SteamCMD and seDirector. Same computer where I play myself too.

by "roll back" I mean that the player literally "teleports", exactly as if you had a ping of 400. But the problem is that no one has ping that high, and still experience this problem.

The problem is simple but quite annoying. My server experiences a ping effect on some occasions, noticeable and repetitive enough for many to complain, even going to "roll back" the player's actions....
